The aim of the study was to develop an understanding of the characteristics of a small state that influence the types of deterrence strategies it is able to create to protect cyberspace. The purpose of the study is to increase the understanding of small state strategies from the perspective of cyber deterrence and to create principles to support political decision-making. The main research question "How can a small state create cyber deterrence?" is approached through the three elements of deterrence: the state power, the will to use power, and signalling this will. The main research question is answered through three sub-research questions and five peer-reviewed articles.
